Hydrophilic is the physical property of a molecule that has a tendency to interact with or be dissolved by water (or other polar substances). These molecules are capable of hydrogen bonding and are typically charge-polarized. Polar and non-polar molecules are known to be hydrophilic and hydrophobic, respectively. Making a material accept water can be achieved by cleaning and activating or by coating. With a low pressure plasma system from Diener, this can be easily achieved.
